本研究は、内部告発の倫理性について、哲学的なアプローチで検討を施すことを目的として行われた。すなわち、内部告発とはどのような義務かについて、倫理学的な観点から詳しく分析することを目的とし、関連する基本文献や具体的な情報の収集につとめ、それらの理論的な分析を行った。そのための最初の作業としてはまず、内部告発とはどのような行為なのかという定義の問題を取りあげた。次に、内部告発を道徳的行為と見なすとして、それはどのような義務なのかという問いが生じる。仮に、内部告発をこのような種類の義務であると見なすとすれば、内部告発者の保護のみならず、その制度的義務化も考えられることになる。その場合、内部告発は強い義務になる。今のところ内部告発の義務は、一般的に見て、このような強い義務ではなく、むしろ弱い義務として受け取られているように思われる。弱い義務とはつまり、行わなくても義務違反として譴責されるわけではないが、行うことがより推奨されるような自発的義務のことである。以上のような基本的な観点に関して、平成16年度は、関西倫理学会において行った「内部告発はどのような義務か」という口頭発表(平成15年11月)に基づき、同テーマで論文を執筆した[『倫理学研究第35号』(関西倫理学会編)]。さらに、「内部告発」の問題がビジネス倫理学全般においてどのように位置づけられるかという点に関しては、『ビジネス倫理学-哲学的アプローチ』(田中朋弘・柘植尚則編、ナカニシヤ出版,2004年)において、検討を施した。また、内部告発を含む情報一般とビジネスの関係については、『生命、情報、機械』(高橋隆雄編、九州大学出版会、2005年刊行予定)において考察した。
