過去2ヶ年度に亘りサンフランシスコにおいて実施したコミュニティ開発法人に関する調査資料の分析を行った。これにより,非政府主体であるコミュニティ開発法人が,(1)連邦,州,市各政府のいずれも十分な提供を行えない低廉住宅の供給(アフォーダブル・ハウジング)に大きく寄与していること,(2)低廉住宅供給以外にも,青少年向けプログラムの開発と実施,高齢者向けプログラム(食事サービスやレクリエーションの提供など),職業訓練等々の広義の近隣保全的プログラムを精力的に運営していることが明らかとなった。特に(1)については,コミュニティ開発法人が公共的領域に深く関わることを示しており,わが国の公共政策の将来を考える上で示唆に富む。コミュニティ開発法人の公共的領域への関与については,さらに,(3)サンフランシスコ市都市計画局が中心となって進められる都市計画策定過程に,コミュニティ開発法人が住民の意見をまとめ,市の計画に対する提言として対案提示を行う事例を観察した。これは,コミュニティ開発法人が市の都市計画に地域・住民の意見を反映させ,権力的行政の一端に参加する試みとして分析されよう。コミュニティ開発法人を媒介とする住民の都市計画過程への参加が十分な成果を生み出すことができるか否かについては,さらに今後の展開を俟たねば判断できないが,本研究においては,これを仮説として提示することは可能である。さらに,本研究では,コミュニティ開発法人が,公共政策領域に積極的に関与することを可能にする思想史的背景の仮設提示を試みた。自らコミュニティ開発法人創設にも関わった実践的思想家M・コトラーの「近隣住区政府論」の彫琢の軌跡を辿り,「公共領域の担い手としてのコミュニティ開発法人」の出現を準備した思潮の少なくとも一端を明らかにしえた。これらの成果は,平成18年度,『彦根論叢』を中心に公表する予定である。
