中国産業金融史研究の一環として本年度においては1936年までの山東省における電力事業者を中心に研究を行った。概要は以下の通りである。1882年、上海電光公司が4人のイギリス証人の手によって組織されてから今日まで、中国の電力産業は、120年以上の発展を経過した。その過程において、中華民国期、日中戦争期、国共国内戦争期および中華人民共和国の成立などいくたびもの制度的断絶および戦乱を経て、必ずしも一貫した発展を持続してこなかった。こうした制度的断絶の故に、中国の電力産業に関する研究は往々にして制度の変化を強調する傾向がある。このうち、中国本土で出版された中国電力産業の発展に関する「史・誌」の類は中国社会主義革命の正当性を擁護したものとして知られている。そうした研究は、とりわけ1978年以降の改革開放の業績をたたえるための「発展史」の特徴を色濃く持っている。また、1949年までの電力産業の低位発展の原因を必然的に帝国主義による侵略と略奪に求めた。制度の変化は、確かに電力産業の発展をめぐる条件の一部を改変することが可能である。しかし、産業の発展にはそうした可変的条件のみならず、不変的な条件が必ず内包されている。そのため、現存する中国の研究では、電力産業の発展に対する経済学的な分析が不足していると思わざるをない。第1次世界大戦の勃発後、中国においては紡績業を中心とした民族産業は勃興した。しかし、その発展はきわめて不均衡的なものであり、東部沿岸地域の港都市に限られた発展であった。山東省は上述した特徴を強く持っていた地域の一つであった。とりわけ青島を中心に、沿岸地域の工業発展が著しかった。それに対して、内陸地域は自給自足のもとでの小農経済であった。工業発展の著しく異なっていた山東省の沿岸地域と内陸地域に立地した電力事業者のうち、前者は沿岸地域での電力需要(工業用)の急拡大により発展し続けたが、後者は電気需要(民生用)の伸び悩みにより発展の停滞を経験した。これは主に所得水準に対する電気料金が高く、家計は電気サービスの享受をあきらめざるを得なかったからである。一方、工業企業は当時の売手市場のもので高い電力費用を消費者に転嫁できたため、積極的に工場電化を行なった。1936年までの山東省における電気事業者は、青島も含め電気料金の低下により需要市場の拡大が誘発されるという産業発展の経済的条件に恵まれなかった。言いかえると、市場に任せたままでは電力産業が成熟するまでには長期の歴史的期間が必要となり、したがって市場メカニズムのもとで山東省の電力事業が公益事業として成熟することはきわめて困難であった。
