项目摘要

東ティモール及び、カンボディア王国において、フィールド調査を実施した。東ティモールでは、1999年の選挙後の動乱の後に国連暫定行政機構(UNTAET)が展開されているが、時期を同じくして「東ティモール共和国」としての2000年シドニー五輪出場を見据えた連盟創設のための活動が行われていた。すなわちポストコンフリクト期の初期の混乱の中で、一部の政治家(この時期には活動家として位置付けられる)がスポーツに特殊な意味を見出し、実際に活用した例であると言える。国内では、競技者や観戦者としてスポーツに参画することにより、人々の社会参加への意識や意欲を保ち、「国や社会に対する厭世観を抱かせない」という社会統合を明確な目的として含有していた。同時に、国際社会に対しては、一国家としての存在を示す外交手段としても重要視されていた。カンボディアにおいては、平成16年度の調査により明らかになった「競技スポーツと生涯スポーツの境界」について継続してフィールドワークを行い、ケーススタディーとなり得る興味深い例に遭遇した。ある州では教育省行政官の主導でクラブチームのリーグ戦が実施されており(日本の実業団スポーツと近似)各企業が参加費を払い出場しているが、この参加費の大部分は、州教育省の収入となり当該地区の学校を中心としたスポーツ教育の開発に活用されていた。このように各国のポストコンフリクト期におけるスポーツ活動には、異なる目的や意義が見られ、特に「教育手段としてのスポーツ」を考える際には、紛争期前に各々の国家・地域が持ち合わせていた文化としてのスポーツ、すなわち社会の内発的なニーズや意味付けがポストコンフリクト期のスポーツの意味を決定付けていた。また、これらの活動の共通点として1)コミュニティーやキーパーソンを中心とした内発性を持つ、2)スポーツの手段論と目的論の差異が見られるが、両者とも公教育では殆ど見られない社会教育的要素を持ち合わせていることなどが明らかになった。
