本研究の目的は,日本の仏教団体によるアジア諸国におけるボランティア活動・支援事業を調査し,その国際援助活動が日本国内における社会福祉,NPO・NGO活動の発展に如何なる影響を与えているのかを考察することである。本年度,カンボジア,台湾,韓国とインドにおける日本仏教のボランティア活動について調査を行った。曹洞宗のシャンティーボランティア会(SVA),RACK,四方サンガなどの仏教系NGOによる国際支援活動が調査対象になっていた。これらの仏教系NGOは主にタイ,カンボジアとその他の東南アジアの国々で難民救済活動,スラムや農村開発事業,図書館・学校建設のような教育支援事業を行っている。台湾では,International Network of Engaged Buddhist世界大会に出席し,台湾仏教(仏光山,慈済会など)による社会活動について調査を行った。韓国では,仏教による社会活動そして日本の新宗教団体の社会活動,平和運動などを見学した。仏教系新宗教団体,例えば創価学会,立正佼成会と大乗教によるインドでの支援事業についても調査を行った。創価学会のインド支部は,布教活動の傍らに様々な社会活動,例えばインドの学校では平和教育を推進している。立正佼成会と大乗教は救貧活動と農村開発に取り組んでおり,そのためにインドの農村では,病院や学校を建設し,また農民自立支援プロジェクトを実施している。日本の仏教団体は海外でのボランティア事業をNGOやNPOという法人組織を設立して行うというような傾向が高まりつつである。例えば,「アーユス・仏教国際協カネットワーク」という仏教系NPOは,日本国内でのNPOやNGO団体を支援するために設立されたのである。要するに,日本仏教による国際協力活動が国内でもボランティア活動やNGO・NPO運動を促し,市民社会への貢献するものとして認められるのである。
