项目摘要

本年度は、地域の被災体験の収集を続けながら、収集された体験談を災害対応課題と時系列で体系化し、災害像を解明する研究を行った。さらにそれらの成果を地域住民で共有するための手法・教材について、「絵画とタイトルタグが付いた要約体験談」による「地域住民による地域防災活動で使用する教材」を作成した。具体的に対象とした自然災害は、1944年東南海地震および1945年三河地震であった。2つの地震は第二次世界大戦中末期に発生し、それぞれ死者1223人・2306人を出したが、戦時報道管制によって具体的な被害状況が伏せられたため現在でもその詳細が明らかになっていない「隠された直下型地震」である。この地震を対象に、半構造化インタビューを中心としたインタビュー調査・現地調査を行い、被災体験を「昔の想い出」として暗黙知のまま埋もらせている被災者から計32件の体験談を収集することに成功した。インタビューは人的・物的被害の大きかった地域・家族を中心に、1人2時間〜3時間程度のインタビューを行った。インタビューはテープ起こしをしたあとに要約し、また被害のようす・教訓として伝えたいものについては日本画家の協力を仰いで1人につき約6枚〜12枚の絵画作成を行った。またこれらの成果物については、必ず被災者への確認作業を行った。これらの作業と並行して、本インタビューを基礎データとして災害対応課題・時系列によって震災の知見・教訓を体系化した。これまでの1冊の著書・4本の査読論文とともに、本年度は人間の津波認知の解明から明らかになった津波避難のあり方について知見をまとめ、筆頭著者として査読論文1本を投稿し現在印刷中である(2008年4月発行)。また全体の研究像について、国際学会査読論文として分担執筆した。単なる知見解明だけでなく、知見伝達のための教材開発を行い、その成果を地域に根付かせる過程までを実施した。
