项目摘要

本研究は、応用一般均衡モデル等のマクロモデルを用いて不確実性がマクロ経済に与える影響を分析することを目的とする。そのために、昨年度までに開発した不確実性を考慮した応用一般均衡モデルを用いて、日本政府が考える「食料安全保障」の議論の妥当性について検討するために、モンテ・カルロ・シミュレーション分析を行った。そこでは、日本を含む世界各国におけるコメの生産性ショックを統計的に推定し、そこから得られた生産性ショックの確率分布をモデルに攪乱要因として導入し、コメ貿易自由化の有無によって日本経済がどのような影響を受けるかを数値的に把握した。くわえて、現在、日本政府が保有する150万トン分のコメの備蓄の効果について、不作時にそれを市場に放出した場合に得られる経済的な利益についても分析した。その成果は、応用地域学会、日本経済学会、The Tenth Anniversary Conference in Global Trade Analysisといった学会で口頭報告され、また、いくつかの研究会でも報告された。応用一般均衡モデル以外のマクロモデルを用いた研究としては、昨年度にまでに一定の研究成果を得た空間的部分均衡モデルを用いた分析については、『規制改革の経済分析』(日本経済新聞出版社刊)所収の論文として刊行した。また、これを24時間、12ヶ月にわたる電力市場分析に拡張した研究については、今年度は、さらにその分析内容を精緻化した上で、The 22nd European Conference on Operational Research(EURO XXII)において口頭報告を行った。電力市場の自由化の影響についてもミクロ統計分析を試みた。
