项目摘要

本補助金は、1990年代のチリにおける新自由主義に基づく経済改革について、その成果を検証することを目的としたものであり、研究最終年度の平成19年度においては、平成18年度に学会で報告した「コンセッション方式による民営化政策の検証」を引き続きおこなった。特に、1990年半ばにチリにおいて実験的に行われた「収入の最小現存価値オークション(英語名Least-Present-Value-of-Revenue Auction:LPVI、スペイン語名Licitacion por Menor Valor Presente de los Ingresos:MVPI)」について、その導入目的と意義、成果について調査を読行した。この形式はチリの首都サンチャゴと港湾都市バルパライソを結ぶ国道68号線の拡張工事について民間業者へのコンセッションを実施する際に採用されたが、その後の入札では利用されていない。この問題を扱うにあたって、いくつかの調査とデータベースの構築を行った。資料については、1990年代の資料が入手困難であったため、当時の新聞資料をアジア経済研究所で閲覧し、多くの資料を収集することができた。また、これらの資料並びに昨年度まで購入したチリの新聞に関して、バックアップのための機器ならびに処理用コンピュータを購入したうえで、データベース化する作業を行った。なお、これらの成果に関しては、現在最終的な資料の検証と、入札形式の元となるオークションモデルの修正を試みており、検証と修正に時間を要していることから、論文作成が最終年度を越えている状態となっている。平成20年8月の完成を予定している。
