项目摘要

本研究の目的は、高齢社会日本の介護労働市場におけるフィリピン人介護労働者の活躍を調べるものであり、その2つの側面、(1)日比経済連携協定(日比EPA)下のフィリピン人介護労働者の受け入れと、(2)在日フィリピン人の介護労働者としての養成・雇用の可能性について調査し、日本が導入できる対策・政策を提言した。現在、目比EPAの交渉が難航しており、フィリピン人介護労働者の来日が実現できないままである。参考として、アメリカ、シンガポールのケースを調べ、その現状や受け入れ制度、これらの問題点について整理し、日本の政策作りへのインプリケーションを検討した。特に、実証分析や現地調査の結果、アメリカやシンガポールでは、外国人介護労働者への賃金差別が起きていることが分かった。日本の労働市場はもちろんアメリカ・シンガポールのそれと異なる点があるので完全に比較出来ないが、日比EPAの下では「同等な賃金」が条件だとしても、日本ではこれが守れない可能性は高い。また、フィリピンの看護・介護学校の学生を対象に意識調査を行い、そのデータを用いてEPAの問題点を指摘した。(2)については、在日フィリピン人が安定した介護労働力の供給源になりうるのか、彼(女)らを養成・雇用する時どのような課題があるのか、そして、介護労働市場への参入が彼(女)らの経済的・社会的位置にどのような影響をもたらすのかという3つの検討課題を中心に調べた。最後に、フィリピンにも焦点を当て、フィリピン人介護労働者は日比EPAの下で日本を行き先として選ぶのか、介護労働者の海外流出がフィリピン国内の医療サービスにどのような影響があるのかを調べ、研究成果を論文や口頭発表としてまとめた。

The purpose of this study is to investigate the regulation of the activity of human media workers in Japan's media market in a high-tech society,(1) the acceptance of human media workers under the Japan EPA,(2) the development and employment possibility of human media workers in Japan, and to propose policies for Japan's introduction.
