项目摘要

平成l8年度の研究では,Kagawa(2005)が提案した増補型廃棄物産業連関表(モデル)を更に空間的に拡張し,9地域間産業連関表をベースにした増補型地域間廃棄物産業連関表(モデル)の開発を行った.本モデルにより,各地域に偏在する16の廃棄物処理部門(焼却,脱水,天日乾燥機械乾燥,油水分離中和,破砕,圧縮,オートクレープ,分級,溶融,切断,堆肥化,銀回収,他処理,埋立)がどの地域のどの産業からどんな産業廃棄物,一般廃棄物を受け入れ,またその処理・処分活動によって地域経済,環境にどのような影響を与えるのか定量的に解析することが可能となった.実証分析の結果,例えば,四国地域の廃棄物処理活動総量194万トンの約28%にあたる54万トンが関東地域の家計消費行為によって間接的に誘発されたものであるのに対して,関東地域の廃棄物処理活動量の約75%が自地域における家計消費行為に帰属していることが明らかとなった.特に,関東地域で消費される食料加工品の生産,流通を通して,間接的に四国地域の産業から動植物性残渣等が発生し,結果的に,四国地域の焼却処分活動量が大きく刺激されていることが判明した.このように,地域経済の相互依存関係と当該地域の廃棄物処理処分活動の関係を定量的に分析した.また本研究では,実際のケースと当該地域の産業活動によって排出された廃棄物は全て自地域内で処理されるという仮想的なケースを比較することによって,地域間の静脈物流が各地域の廃棄物埋立量に与える影響について比較分析した.その結果,仮想的な静脈物流構造をもった地域間相互依存構造のもとでは,中間財生産,最終財生産による廃棄物誘発を通して,関東地域と近畿地域の埋立処分量が過度に大きくなることが判明した.
