Both tuberculosis and Hansen's disease are chronic infection, and were made into the object of the Masao policy. However, although the tuberculosis patient was not isolated, the sufferer of Hansen's disease was isolated. Although the state rehabilitated the tuberculosis patient by early detection and early treatment and urged it to utilize as "human resources", it did not consider that the sufferers of Hansen's disease who bring about a serious physical disability were "human resources." Therefore, even if forced isolation of the sufferer of Hansen's disease was carried out and he recovered, it was not allowed to come out of a sanatorium.

结核病和麻风病都是慢性传染病，都被列为正夫政策的对象。然而，虽然结核病患者没有被隔离，但汉森病患者却被隔离了。尽管国家对结核病患者早发现、早治疗，使其康复，并督促其作为“人力资源”加以利用，但并不认为那些造成严重身体残疾的汉森病患者也是“人力资源”。因此，即使汉森病患者被强制隔离，痊愈了，也不能从疗养院出来。
