History of Unemployment Benefit in Japan and Germany

In Germany unemployment insurance was intoroduced at 1927 by Gesetz uber Arbeitsvermittlung und Arbeitslosenversicherung (Unemployment Insurance Act). AVAVG system in which Fursorge supports Versicherung went bankrupt in Great Depression and Nazi-Rregime interrupted AVAVG system. But it was reconstructed after World War II and continued by 1969 when Arbeitsbeforderungsgesetz (Work Promotion Law) was newly enacted.In Japan mutual benefit associations against unemployment were established in big cities ,Tokyo,Osaka ,Kobe and so on between the Wars at the time of Showa Kyoko (the rapid economic depression in early Showa). After Paciffic War unemployment insurance which was able to be compared with AVAVG was introduced at 1947.
