全国各地で荒廃が進む里山について、その保全を図るための包括的な法制度として、地区ごとに適切な保全内容を定める保全計画、所有者等に代わって維持管理を行う代替管理制度、里山の管理に必要な費用をその受益者等や地域が負担する管理費用支援制度等に関する規定を内容とする枠組み法の提案を行ったものである。
