本研究では、視覚障害者教育と知的・肢体不自由者教育における、技術・職業的な教育の教材と教育方法の開発を行い、現実の特別支援学校(旧盲学校及び旧養護学校)で現実に教材として活用していける(教員が積極的に使えると判断できる)レベルでの教材と教育方法の開発を目指した。全国の特別支援学校(旧養護学校)へのアンケート調査、地域間格差を確認するための取材比較、障害者の就職訓練及び就職支援実態の取材、教科書分析による健常者と視覚障害者が学ぶ教育内容の比較、2年間に渡る教材の提供とそのモニター結果を集積した。
