项目摘要
わが国における環境補償制度の可能性を探るべく、2006年に米国のミチゲーション制度を調査しきた。その結果、「開発と保全」との共存システムとして米国のミチゲーション制度は高く評価できるが、国土面積の広狭、環境(緑、生物、景観等)の捉え方、土地所有の考え方および文化性などの相違から米国の制度や考え方をそのままわが国に導入することは無理があることが明らかになった。わが国でミチゲーションを理解させるためには「緑量」や「景観」であることなどが判明した。
The possibility of environmental compensation system in China was investigated in 2006. As a result, the coexistence of "development and preservation" and the introduction of "China's national system" are highly evaluated, the size of the territory, the environment (green, biological, landscape, etc.), the examination of land ownership, and the cultural nature. The country is divided into two parts: "green quantity" and "landscape".
