项目摘要

平成19年度では、昨年の研究を踏まえながら、次の3点を中心に研究を進めてきた。まず、自活事業の歴史研究であり、「韓国におけるワーキングプアのための『自活事業』の形成と展開-運動と制度化の視点から」をまとめた。本稿では、韓国の自活事業の母体とも言われている「生産共同体運動」の胎動から自活事業の制度化過程を分析している。具体的には、(1)自活事業の模索期・胎動期、(2)自活事業の制度化期・拡張期、(3)自活事業の改革期に時代区分を行って分析されている。次は、自活政策研究であり、「韓国の公的扶助制度におけるワークフェアの構造と課題-国民基礎生活保障法における『自活事業』をめぐる政策動向を中心に-」をまとめた。本稿では、経済危機発生以降における韓国社会の公的扶助制度の改革過程を第1次改革と第2次改革に区分した後、それぞれの改革背景に関する検討と勤労貧困層に関わる政策動向を分析し、自活事業の改善方策に示唆を与えている。このような韓国の経験は、格差社会が深刻化しつつあり、勤労貧困層が増加している日本においては示唆に富むであろう。最後に、自活事業の事例研究である。ソウル市ウンピョン区社会福祉課とウンピョン地域自活センターと、中山間地域であるヨンウォル地域自活センターとジョンソン地域自活センター、そして韓国地域自活センター協会を対象に、自活給付の現状、自活給付のデリバリシステム、財政構造、地域自活支援計画の策定の実態などの聞き取り調査を行った。調査結果をベースに、「韓国の自活事業における地域ガバナンスの構造分析」という論文を執筆中である。
