水循環のあり方は地域の特性、すなわち地域性によって決まり、地域の人間社会と相互作用をし、場合によっては様々な問題を引き起こす。よって、水循環研究は地域を対象とした研究成果の蓄積が基本となるはずである。しかし、個々の研究は地域研究として普遍性を探求する科学研究ほどの評価を得ることは困難である。そこで、東アジアを中心とした地域研究を複数実施し、その成果を纏めるとともに、空間的フレームワークの中に位置づける仕組み、具体的には時系列衛星データによる画像閲覧システム、の構築を同時に行った。
