On the Poverty Relief Policies in the inland China, especially, on the New Settlement Policy

Our 3 year project, "the western development in China and the metamorphoses of the local communities", made clear that a vital issue of the Chinese contemporary society is a gap between rich people and poor people, especially measures against poverty. So, we started a new project, "on the poverty relief policies in the inland China, especially, on the new settlement policy". A local exploration at countryside of Yan'an, Shanxi(陝西)in 2006-07, a contract questionnaire survey of farm households of new settlement villages in 2006-07, a local exploration at countryside of Gansu in 2007, a local exploration at countryside of Shanxi(山西) in 2008, a local exploration at countryside of Chifeng, Neimenggu Zizhiqu in 2009, and twice Japanese-Chinese symposiums at Yan'an in 2008 and at Toyo Univ. in 2009, all these resuls made clear that contemporary China did not need antipoverty policy itself but raising the standard of the allover countryside and reforming farming lives and agriculture. All these are symbolized by the word "construction of new countryside".
