本研究は明治政府の租税史を再検討することを試みて、平成20年度の4月から平成21年度の3月まで次の二つの研究課題を達成した。第一に、軍事財政国家論の観点から初期明治政府の強兵(軍備)政策に関わる財政構築と税収確保の進展の過程を精査した。ここで「明治財政史」「明治大正財政史」「明治大正財政詳覧」「明治前期財政経済史料集成」と共に、「長期経済統計資料」の分析を行って、中央政府と地方政府の間の租税負担及び移転のコンテキストの把握に主力した。現在のところ、中央と地方の間で創出・移転・廃止を繰り返しながら国家歳入の増大に独特のパターンが生成したことを理解出来た。それは中央政府で試行した租税が非効率である場合には廃止或いは一旦地方に移転させ、地方税として育成させながらその中で効率的な例を選択的に中央に戻す制度的動向である。当然ながら地方税の段階で消滅したケースも多い。この進化のパターンは明治初期の経済活動の軸がまだ地方と農業及び関連商業に存在したことを示すとともに、多くの試行錯誤を通して税制の一応の完成をみたことを示している。尚、大久保と大隈財政期は明治の積極財政の頂点を成した時期であり、政策基調の再検討は富国・強兵を国家課題として達成するための歳入源として近代化された税制について当時の政府レベルの理解と税収の強化のため制度的試行錯誤からみえてくる明治財政の特性を把握することが可能になった。第二の研究課題の達成は、この第一の結果を平成20年5月の研究会及びセミナーで二回にわたって発表したことと、12月の一橋大学経済研究所でのセミナー及び同月に東京大学社会科学研究所にて行われた数量経済史研究会(QEH)発表を通して経済発展と統計・数量経済学部門の専門研究者より方法論についての指摘と助言を収集したことである。
