フランスにおける多文化主義の可能性を明らかにすることを目的とした本研究は、平成20年度、主に学校教育における移民の子どもたちの問題を事例として進められた。その成果は、「移民大国フランスの社会的不平等と若者の暴力」小森宏美、原聖編『ヨーロッパのナショナリティとテリトリアリティ』、京都大学地域研究統合情報センター(2009年1月)などに収められた。フランスでは、移民の子どもたちの学校教育による統合の行方を危惧させる出来事が近年において発生している。ひとつは、2005年秋にパリ郊外で発生し、移民の若者を中心にフランス全土に広がった「暴動」であり、もうひとつは、翌2006年初めのCPE(初期雇用契約)に対する学生中心に広がった抗議行動である。そのなかで、若者たちの抱く不平等感と被差別意識、そして学校教育が必ずしも保証してくれることのない将来に対する不安と不満が露呈された。ここで問い直されるべきは、家族、学校、社会という三者の要に置かれる学校教育のあり方であると言える。本研究では、いわゆる「フランス人」の子どもたちと異なる文化的背景をもつ移民の子どもたちとの共存を目指すには、フランス国民教育省が謳う「フランスの全ての子どもたちへの機会の平等の保証」(2007年1月9日付通達)が必要でありながら、今のところ、それが実現されていないことを現場での聞き取り調査と関連資料の分析から明らかにした。また、それを阻む要因として、移民家族と非移民家族の子どもの間に見られる社会・経済的格差、学校選択において社会的に恵まれた階層の子どもたちを優位に置く特殊な選択授業の設置や特例措置のあり方、保護者の回避ストラテジーを助長することによる移民の子どもたちのゲットー化、そして移民家族に対する偏見が挙げられることを指摘した。
