本研究の目的は、日本人とエスニック・マイノリティの間の感情軋轢に注目し、軋轢が小さくなるような共存モデルを構築することにある。最終年度である本年度は、これまでの年度で有効性が確認された集団脅威仮説の立場から、エスニシティ共存モデルを構築すること目的に研究を行った。具体的には、意識調査データ分析の結果にもとづき、マジョリティとマイノリティがともに信頼、協力し合う状況(社会統合)の達成について有効となる政策を提案した。まず、世界価値観調査とEuropean Social Surveyの分析から、同じ社会に属する人々と助け合う意識および信頼感が、多文化主義政策の影響を受けていること、そして、その影響が国の文化的多様性の程度によって異なることを明らかにした。文化的多様性の少ない社会においては、同化主義政策が社会統合を強める効果をもつのに対し、文化的多様性の高い社会においては、同化主義政策はむしろ社会統合を弱める効果を持つ。そして、多文化主義政策は文化的多様性の高い社会において、統合を強める効果を持っていた。この結果から、社会統合には、文化的同質性を基盤としたものと、文化的多様性の上でも成り立つものの2種類が存在することが示された。さらに、日本版総合的社会調査の分析からは、社会統合が移民を含みこんだものになりうるかいなかは、移民が雇用をめぐる脅威となるかいなかに影響され、脅威とならない地域においては、移民を含みこむものとして社会統合が成り立つのに対し、脅威となる地域においては、排他的なものとして成立する傾向にあった。これらの結果は、エスニシティ間の共存は、多文化主義政策による偏見の是正と、マジョリティ・マイノリティ両者の生活を安定させる(積極的)雇用政策のもとで可能となるのである。
