项目摘要

19世紀後半から第二次大戦前にかけて、フランスが、政治亡命者・難民政策をどのように変質させてきたのかという点を明らかにし、政治亡命者・難民という個人が、形成過程にあった国民国家にとっていかなる存在であり、国際環境というファクターが両者の関係にいかなる影響を与えたのかを考察することを本研究の課題であった。本年度は、フランス国立文書館において収集した19世紀後半からロシア革命前までのフランスにおけるロシア人政治亡命者の史料の整理を行った。当時、彼らが難民refugie、アナーキストanarchiste,ニヒリストnihilisteといった名称のもとで、フランス当局の監視を受け、場合によっては国外退去やロシアへの引渡しの対象となっていたことがこれらの史料により明らかになった。19世紀後半から20世紀初頭には、外国人、特に政治亡命者や難民といった出身国の保護を受けられない人々に対し、彼らの権利擁護や援助を求める動きが生まれた。代表的な組織がドレフュス事件を機に結成された人権同盟であり、本邦では研究のないこの組織の文献を収集し、理解を深めた。8月には、スイスのジュネーヴにおいて赤十字国際委員会Comite international de la Croix-Rougeの史料を閲覧した。特に第一次大戦以降の難民に対する赤十字国際委員会の活動に関係する史料を収集したが、それらは、国際政治・国際関係の中に難民援助活動を位置づけるための有用な素材になると考えられる。
