项目摘要

計画の初年度に当たる今年度は、日中関係が大きく拡大する中国の改革開放初期(1970年代末〜1980年代前半)を中心として、中国の対外政策における日本の位相について研究を進めた。以下がその主な作業である。(1)1982年に中国が正式に提起した「独立自主の対外政策」の形成過程について、中国国内の権力闘争や、近代化をめぐっての対日・対米政策の変容、中国国内の経済調整などとの関連性を意識して分析を展開した。資料としては、中国でこれまでに公開された二次的な文献資料に加え、日本の外務省から開示された資料、米国の外交資料を用い、さらに経済分野の先行研究(改革開放の展開に関するもの)を数多く収集し分析した。(2)上記に関連して、日中関係の変容について質的な分析を行う準備作業として、かねて日本外務省に情報公開請求を行っているが、1970年代から1980年代前半くらいまでの日中指導者の会見録の収集を継続した。またその初歩的な分析結果を10月の日本国際政治学会で報告した。(3)当時の日中関係をより広い枠組みの中で分析するため、同時代の国際関係(特に東アジア)に関する先行研究を幅広く収集し、分析の参考とした。以上の作業によって、中国の改革開放初期においては、(1)近代化の必要性という中国国内の要因、(2)米ソ新冷戦を背景とした国際関係、の双方に後押しされ、また(3)日中のトップレベル指導者自身による深いコミットメントがあったことで、日中友好の「最良の時代」が形成されたことが改めて浮き彫りになった。そのことを1990年代に投影して考えれば、今後の最大の課題は、この相互関係が冷戦崩壊という国際関係の変化を受けてどのように変容したかを、国際的要因と日中双方の国内要因の両方に目配りしながら分析を行うことと言えよう。

In the early years of the plan, this year, Japan-China relations have grown stronger and stronger. (2)The above notes indicate that the preparation work for the qualitative analysis of the relationship between Japan and China was carried out in the 1970s and the first half of the 1980s. The results of the initial analysis were reported to the Japan Society for International Politics in October. (3)At that time, the relationship between China and Japan was analyzed in the middle of the group, and the relationship between China and Japan was analyzed in the middle of the group.
