本研究では災害時における被災者の生活再建支援業務としての被害認定過程の標準化を図り、災害対応担当者向けにe-ラーニング型の被災度判定訓練システムを構築することを目的として検討を行った。得られた知見を以下に示す。1.訓練システムの要件整理訓練システムの要件を整理するために、近年発生した市街地氾濫災害時において、被害認定業務に携わった8市町の自治体職員を対象にヒアリング調査を実施した。その結果、各自治体の対応プロセスを整理するとともに、自治体ニーズとして、1)内閣府による「災害に係る住家の被害認定基準運用指針」(以下、運用指針)の考え方に準拠し、かつ2)住民に対して説明が容易な明瞭簡潔な調査方法やツールが必要であることを明らかにした。2.新潟県中越地震における被害認定過程の課題抽出新潟県中越地震において小千谷市ではまず建物の外観から被害を査定し、住民がその判定結果に対して納得いかない場合には建物内部を含めた詳細調査が実施された。その被害認定結果のデータを分析した結果、外観目視調査と内部詳細調査問の評価バランスが住宅特性の影響を受けることを示した。3.写真画像を用いた被災度分析および画像データベースの構築阪神・淡路大震災や新潟県中越地震で撮影された建物について、運用指針に従って傾斜や屋根、壁などの損傷部位の分析を行い、算定される損害割合に基づいて被災度の評価を行った。また、各写真画像に建築年や構造種などの建物情報や被災度分析結果を統合した画像データベースを構築した。4.訓練システムの基本設計の実施上記1〜3の検討結果を踏まえ、運用指針による評価結果との整合性を検討した上で、地震による被害認定調査の簡潔性を高めた調査方法を開発し、住宅特性を考慮した標準的な調査票を提案した。また、その調査方法を効率的に学習するために、被害画像を用いた訓練プログラムを設計した。

This study aims to discuss the standardization of victim identification process and the construction of disaster risk assessment training system for disaster response personnel. The insights gained are shown below. 1. The basic design of the training system is carried out according to the results of the investigation in paragraphs 1 to 3, and the evaluation results of the application indicators are integrated into the investigation. The investigation methods for the identification of victims in earthquakes are developed in consideration of the characteristics of the residence. The investigation method is designed to improve the efficiency of training.
