平成19年度は、昨年度実施した調査および統一地方選、参議院選挙で得られたインタビュー等をもとに市町村合併と有権者の政治意識・投票行動の関連性について検討を行い、学会等で報告を行った。今年度の検討で得られた知見をまとめると概ね次のようになる。(1)市町村合併によって、一時的に有権者の関心は高まるが、市町村合併に伴う地方議員の減少等によって行政情報が有権者に伝わる確率は低下し、周辺部(吸収された零細町村)を中心に有権者の不満が高まることが確認された。(2)市町村合併直後の初代市長選挙では、有権者は候補者情報を十分に集めないで投票先を検討する傾向があることがわかった。とくに候補者の持つ肩書きや個人的な接触経験が重視される傾向が見受けられた。また、通常の市長選挙に比べ、都道府県議から転身して立候補する者が多いという傾向がみられた。都道府県議は合併以前から市町村境を越えた集票基盤を持っていることが要因と考えられるが、なかには合併に伴う権限の強化から転身を志した者もいた。(3)市町村合併は、地方議員の定数削減を抑制する効果があることが確認された。「地域の声をきく」という大義名分の下、有権者が「地区に最低1人」を求めるためである。地方自治に住民の声を反映させることと、行財政の効率化をはかることの両立が、これからの地方自治に求められることがデータから明らかになった。今回の結果から、今後は、住民がどのように地方自治に参画すべきか、また住民に対する行政情報の提供はどのようにすべきか、といった地方自治における合意形成に関する研究を進めていく必要性があると思われ、本研究はその嚆矢と位置づけられると評価する。

In general, there is a tendency for the mayor to elect candidates, and for the prefectural government to elect candidates. In the past, the government has discussed the merger of cities, towns and villages, and the collection of votes. (3)It is confirmed that the merger of municipalities and villages will have the effect of curbing the fixed number of local councillors. "Regional voice" Local self-government is the voice of the people, and fiscal efficiency is the voice of the people. The results of this study are as follows: (1) the necessity of providing administrative information for local self-government;(2) the evaluation of administrative information for local self-government.
