本研究は、中国を対象とし、CGEモデルを用いてCO_2をはじめ多汚染物質削減の政策シミュレーション分析を行い、環境政策が中国経済・社会及び環境へもたらす直接・間接的効果を具体的な数値で評価し、中国にとって持続可能な発展のための対策は何かを探ることが研究目的である。当該年度において、先行研究のサーベイを行い、中国の政策分析に適したCGEモデルの構築を試みた。そして実際の政策応用のためのデータベース(中国環境社会会計表・ESAM)の作成を行った。中国経済の取引状況、環境状況(汚染物の発生・処理・排出)及び排汚費の状況をひとつの表に中で系統的、包括的に記述することはCGEモデルの基礎データとしてだけでなく、中国の経済と環境の現状を理解するにも一定の意義がある。政策シミュレーションにおいては、既存税制、クリーン税制、環境税の新規導入などいくつかのシナリオを設定し、各シナリオの比較分析を行った。ヨーロッパ諸国では、最初から高い環境税を導入している国はいくつもあるが、中国において現時点で高い環境税の導入は経済への影響が大きいだけでなく、実際の政策施行は受け入れ難く非現実的であるといえよう。中国の既存税制は環境にやさしいように設定されているとは言えない。新し環境税の導入の前に、まず環境にやさしい税制改革、つまりクリーン税制の検討・導入が、新しい増税がなくても環境に良い結果をもたらすことが可能である。先行研究によると、環境税などの政策は貧困層ほどに大きな影響を与え、貧富格差の拡大につながるといわれている。環境と経済との関係だけではなく、貧困との関係も取り入れた分析を今後の課題としたい。

This study aims at analyzing the policy framework for the reduction of pollutants in China, evaluating the direct and indirect effects of environmental policies on China's economy, society and environment, and exploring the possible development of China's environmental policies. During the year, advance research was carried out, and policy analysis was conducted in China. The preparation of the Environmental and Social Accounting Statement of China China's environmental situation (generation, treatment and discharge of pollutants) and the status of sewage charges are systematically described in the table, including the basic information of CGE and the understanding of the current situation of China's environmental protection. Policy design, existing tax system, tax system, environmental tax new regulations introduction, comparative analysis of each system The introduction of high environmental taxes in China at the beginning of the year has a great impact on the implementation of policies in China. China's existing tax system is set in the environment. Before the introduction of new environmental taxes, environmental tax reform, tax reform, introduction, new tax increase, environmental good results, etc. The first research is to study the impact of environmental tax policy on the poverty level and the gap between rich and poor. The relationship between the environment and poverty should be analyzed in the future.
