政策決定過程の応用ミクロ経済分析として、政治献金と情報が政策決定、ひいては住民の厚生に与える影響を明らかにした。さらにこの観点から地域間の統合の可能性を明らかにした。また、官僚の将来利得獲得の誘因と政治家の再選の誘因が両者の政策にまつわる業務を行う上での努力水準の決定に与える影響を明らかにし、さらに政策決定に関する権限の配分の決定権の所在の在り方を制度の違いとして捉え、それら制度の違いが政治家や官僚の政策業務上の権限分割と投入する努力に与える影響について分析を加えた。
