项目摘要

平成19年度の研究は、主に中東欧リテール金融市場の現地調査が中心であった。期間は平成19年8月21日から9月7日の約3週間にわたり、オーストリア、スロベニア、ハンガリー、スロバキア、チェコ、ポーランドの6ヵ国を調査した。現地では、野村證券、東京三菱UFJ銀行、日本貿易振興機構(JETRO)、現地銀行等の各機関の協力を得て、中小企業・個人向け金融サービスの状況を調査した。その結果、得られた情報は以下の通りである。第1に、現地個人顧客に提供されている金融サービスは、西欧諸国で提供されているものと全く遜色ないものであること。第2に、金融サービスのディストリビューション・チャネルは多種多様であり、モバイルバンキング等の先進的チャネルの浸透は日本以上であること。第3に、国民所得の増大(特にポーランド)に伴って消費者金融業務の拡大が著しく、現地銀行、外国銀行とも主要な収益源となっていること。第4に、日系企業(特に自動車や家電といった製造業)の当該地域への進出が増加しているが、現地日系企業の取引先金融機関は、日系金融機関にほぼ限定されていること(現地銀行や西欧金融機関は取引を拒否する場合が多い)。第5に、本研究の主要な研究テーマである外国銀行による中小企業や個人への金融サービス提供拒否(いわゆるチェリー・ピッキング行動)の存在は、現地企業や銀行の双方へのヒヤリングの結果では確認できなかった。外国銀行にとって、競争の激しいホールセール金融分野よりも、市場の拡大が著しいリテール金融分野は主要な収益源となっており、「顧客を選別する余裕はない」というのが各銀行の共通した意見であった。今後は、ECBによる金融政策の波及の観点から、リテール金融サービスが、適正な価格づけのもとで提供されているか(特に貸出金利)を調査・研究する必要があると考えられる。

Research Center for Central and Eastern European Financial Markets During the period from August 21, 2019 to September 7, 2019, the investigation was conducted in six countries. Fifth, the main research topic of this study is whether foreign banks provide financial services for SMEs and individuals. The results of this study confirm the existence of financial services for SMEs and banks. Foreign banks are encouraged to compete with each other in the financial division, and the market is growing. The financial division is the main source of revenue. The customer selection margin is the common opinion of all banks. In the future, the impact of ECB's financial policies will be examined and studied.
