EUのREACH施行を初めとする化学物質の管理に関する国際的な動向や国内における化審法改正に関する考察を行い、望ましい化学物質総合管理の全体体系をまとめる研究を進めた。一方、化学物質総合管理の主体者である企業、人材教育機関(大学)、化学物質の試験・評価機関、政府機関の4セクターについて化学物質総合管理の活動を共通的に評価するための評価指標を開発した。その評価指標に基づき活動評価を行った。いずれのセクターにおいても個々の組織によるばらつきが大きいことが顕著であった。企業を先導すべき立場にあると思われる人材育成機関、試験評価機関、政府機関の評価結果が低いことも対応策が必要と考えられる。各セクターの特徴と課題が明らかになり、能力強化の方向性が示唆された。
