Development of Policy Analysis Tool for Developing Cities Confronted by Urban Water Issues : Water Accounting Tables and the Applications to Chinese City

作为一个信息基础设施，以促进亚洲发展中国家迅速发展的城市的综合水政策，该项目旨在首先制定城市水核算表，然后利用这些表进行与水有关的政策研究。北京市1987 ~ 2005年水资源核算表已编制完成。根据几个实证研究与表，提高水价和政策，以促进节水与产业结构转型，导致商品进口到北京的增加。结果表明，由于工业用水需求的下降和污水处理成本的降低，社会效益得到了提高，甚至居民和商业部门的用水需求也有所增加。

As an information infrastructure to facilitate the integrated water policies for rapidly growing cities in developing countries in Asia, the project aimed at developing urban water accounting table first and then conducting water related policy studies with the tables. The water accounting tables have been constructed in Beijing during the period between 1987 and 2005. Based on several empirical studies with the tables, increase in water prices and policies to promote water savings coincided with industrial structure transformation leading to increase in commodities imports to Beijing. As a result, it is found that social benefits are increased due to decline of industrial water demand and decrease in wastewater treatment costs, even water demand in residential and commercial sectors are increased.
