Pure electron non-neutral plasmas are employed to explore vortex dynamics, turbulence and occasional formation of highly ordered structures during multi-paths of relaxation in two-dimensional flow perpendicular both to externally applied magnetic field and to the electric self field. New aspects in the co-operative and competitive interactions between coherent vortices and turbulent fluctuations leading to highly ordered vortex arrays are discovered as well as frequency-shift in the eigen-mode oscillation characterizing eventual equilibrium distribution.
