ドイツの連邦及び州政府が行ってきた積極的な環境と財政への支援の中で、本研究では土壌汚染浄化支援政策とその浄化手法を取り上げ、数回の現地出張調査及び国内調査・アンケートに基づき導き出された成果を分析・検討した結果、ドイツでは優れた環境改善効果が窺われ、かつ雇用創出や都市開発整備など経済発展にも資していることが判明した。一方、わが国では中央・地方政府の環境浄化支援対策の必要性があることは認められるが、実際の支援手法が僅少であり、最終的に環境改善の効果はわが国の場合、法整備の改善のみが論点ではなく、財政資金の出動による直接・間接的な環境整備の在り方まで議論する必要があることを示唆した。

In this study, the government of the United States and the United States actively carried out environmental and financial support policies and measures to improve the environment. Several local and domestic surveys were conducted to analyze the results of environmental improvement. In the case of employment creation, urban development and development, it is necessary to identify the reasons for this. On the one hand, the necessity of environmental protection support policies of the central and local governments is recognized, and the actual support methods are few. Finally, the results of environmental improvement are discussed on the basis of the necessity of direct and indirect environmental protection in the national situation and legal system.
