An analysis of the introduction and acceptance of the new technology and institutions in the German society of the railroad-building age

本研究考察了19世纪德国铁路建立过程中技术引进的实际情况以及对此的制度和组织反应。研究结果表明：(1)铁路建设的技术和资金问题在德语国家的铁路公司管理中起着主导作用；(2)在柏林-法兰克福(A.O.)以铁路为例，引进新技术的自由在普鲁士官僚体制下受到限制，在美国接受培训的铁路工程师C.F.Zimpl与德普铁路事业疏远，以及(3)帝国铁路局(REA)未能很好地履行推动国有化的职能，正如国际上与REA竞争的德国铁路管理协会抵制国际铁路大会所暗示的那样。

This study has investigated the actual situation of the introduction of technology and the institutional and organizational responses to it in the establishing German railroads of the 19th century. The results are as follows : (1) the technological and financial problem of the railroad construction played the dominant role in the management of the railroad companies in the German-speaking countries, (2) In the Berlin-Frankfurt (a.O.) railroad, to give an example, the freedom of introduction of the new technological system was restricted under the Prussian bureaucratic regime and the railroad engineer who had trained in the US, C.F.Zimpel, was alienated from the German-Prussian railroad undertaking, and (3)the Imperial Railroad Office (REA) failed to function of making progress the nationalization properly, as the boycott of the International Railroad Congress by the German Railroad Administration Association that was international and was in rivalry with the REA hinted.
