2007年度の研究では、山口縣、廣島縣、新潟縣の各事務官、三重縣知事から東洋拓殖會社理事までの履歴の解明作業を続け、林市藏が方面委員制度創設に関わるまでの歩みをより明確なものにできた。2008年度の研究では、大阪府知事着任に関する風評、米騒動と白虹事件への関り方を考察し、大阪府救済課の設置も大阪府方面委員規定の制定も、内務官吏としての職務に忠実であったという視点から、従来の定説に新たな見解を加えた。
