本研究は、1990年代以後急速に進められる精神保健医療・福祉政策、実践のパラダイムシフト、特に「脱施設化」、さらに「ポスト脱施設化」社会への移行に関する抵抗因の解明と新たな市民社会の仕組みとその構築に関する方法の具体的提案を行うことにあった。2年間にわたる研究の中において、わが国の精神障害者を巡るこうした新しい社会の形成に関する困難は、ひとつに1960年代以後に進む国際的な地域移行におけるわが国が背負ってきたねじれが解消されず、その強い残存、特に財政的、方法的な医療モデルへの依存があり、いまひとつは市民社会における事業展開への地域力の不足があった。しかしこうした状況下におけるわが国においても、新たな方法や価値、規範を含む事業が生まれ始めており、それらは調査等で明らかになったように「方法の当事者化」や「場の地域化」とネットワークの相互乗り入れを前提に、新たなつながりと協働の形成を軸にしたさまざま事業モデルの「発見」「開発」「強化」として整理、提案することができた。
