项目摘要

危機対応における多組織連携をタスク,ヒューマン,ネットワークの観点からモデル化し,危機対応システムを評価するシステムの開発を目指した.上述の3要素を考慮した計算モデルを作成し,シミュレータの開発を行った.具体的には,1)連携におけるタスクモデル構築,2)ヒューマンモデルの構築,3)ネットワークモデルの構築,4)3要素を考慮した連携モデルを構築した.下層の連結性が上層の実行条件となるように実装した.また,各モデルの設定インタフェースとして拡張PCANSモデルを用いた表現,記述を可能にした.各モデルのパラメータを変化させたシミュレーションを行い,以下のこと等が示された.情況依存ルールの有無によって連携パフォーマンスは大きく影響を受ける.既存の規範ルールをベースとしたコミュニケーションライン被害への対応は最適とはならない場合が多い.既存の災害対応訓練のシナリオはしばしば現実性が低い.本研究の結果,今後,訓練シナリオのみならず災害時の医療ネットワークといったコンテキストを絞った危機対応システムを対象することで,より詳細なシミュレーションモデルの構築と現場との連携への展開を図る目途がたった.
