项目摘要

This study sheds light on the National People's Congress (NPC)-the "parliament" of the People's Republic of China-and the political functions of NPC delegates. To date, research on politics in contemporary China has paid scant attention to the activities of the NPC, and even less to the roles played by its delegates. This study fills the gap in scholarly literature on this topic. In addition, through a survey on NPC delegates in provincial areas, the study describes how delegates, whose political functions have until now been little known, work for the purpose of directing benefits to the constituencies that selected them. It could be said that this study provides scholars of politics in contemporary China with the basis for developing a new field of research on Chinese "parliamentary" politics.

本研究揭示了全国人民代表大会（NPC）-中华人民共和国的“议会”-和人大代表的政治职能。迄今为止，当代中国政治学的研究很少关注人大的活动，更少关注人大代表的作用。这项研究填补了这一主题的学术文献中的差距。此外，通过对省级地区人大代表的调查，研究描述了迄今为止人们对人大代表的政治功能知之甚少的人大代表是如何将利益导向选举他们的选民的。可以说，本研究为当代中国政治学者开辟中国“议会”政治研究的新领域提供了基础。
