This study investigates the focus areas and reality of enforcement of regulations in CC&Rs in the United States. My findings reveal that (a) in CC&Rs, there are many kinds of building (as well as non-building) regulations; (b) there are various alleged violations such as business use, multi family uses and parking, which resemble those in building agreements in Japan; and (c) ADR procedures in the California Civil Code are highly suggestive for the revision of Building Standard Law in Japan.

本研究调查的重点领域和现实的法规执行CC& R在美国。笔者的研究结果表明：（a）在CC& R中，存在着多种建筑（以及非建筑）规则;（B）存在着与日本建筑协议中类似的商业使用、多家庭使用和停车等各种涉嫌违规行为;（c）加州民法典中的ADR程序对日本建筑标准法的修订具有很强的借鉴意义。
