障害者自立支援法施行以前から懸念事項としてあげられていた利用者負担が、就労継続支援A 型への移行が想定される福祉工場にとって大きな障壁となっており、加えて法改正の内容によって移行するかどうかを検討している傾向が見られた。また法施行後おいても、PSW や他の専門職は、事務量の増加や事業所運営に労力が割かれた為、障害特性に応じたかかわりや柔軟な個別支援(ソーシャルワーク)が展開できなくなっていることが明らかとなった。
