项目摘要

EPA外国人看護師候補者およびEPA外国人介護福祉士候補者の受入れ実態を検討するため、分担して実地調査を実施した。受け入れ実績のある病院および介護施設を対象に聞き取り調査を実施した（8月、9月、1月、2月）。回答を得たのは29病院（中部地方10、近畿地方17、九州地方2）と8施設（すべて近畿地方）である。介護福祉士候補者と比較すると、看護師候補者では労働力不足対策を目的とする受入れが少ないのが特徴である。その主な理由は、看護師・准看護師としての職務を候補者が担当できないこと、国家試験の合格率が低く日本での長期間の就労を期待できないこと、日本人看護師不足が介護士ほど深刻でないことである。看護学部の全国的な新設増加等の影響により看護師国家資格取得者は増加傾向にある。また、ＥＰＡ外国人看護師候補者の受け入れ実績データ（2008年～2017年）の分析から、地域別・病院運営主体別に看護師候補者の受け入れ状況を明らかにしたとともに、東京圏の受け入れ病院、候補者、自治体への聞き取り調査を通じて、大都市圏におけるＥＰＡ看護師候補者受け入れの特徴を明らかにした。聞き取り調査は、東京圏でEPA看護師候補者を受け入れている／いた病院から9施設、当該施設における21人のEPA看護師／同候補者、東京都・神奈川県のＥＰＡ看護師候補者受け入れ支援事業の担当者を対象に、2017年9月から12月に実施した。さらに、外国人介護士と看護師の導入について先進的なシンガポールにおける介護施設でフィリピン人介護士8名と施設管理運営者にインタビュー調査を実施した。
