项目摘要

台湾中央研究院に於て、2016年9月30日から10月1日にかけて開催されたアジア医学史学会第8回大会（The Eighth Meeting of the Asisan Society for the History of Medicine）において、9月30日Current session Fにおいて、'Hygiene modernity of Japan as ambition not to come true'というテーマで報告した。内容は、オーストラリア戦争記念館が所蔵する英連邦軍（BCOF）の史料を主として用い、敗戦直後における広島・呉と周辺地域における性病の実態から、公衆衛生の特徴を浮き彫りにし、復興の前提となった社会の実情に迫ろうとしたものである。性病感染率の高さは戦前の陸海軍において悩みの種であり、公衆衛生に最も鋭敏で先進的な政策を実行していた軍隊において、大きな問題点となっていた。敗戦直後、占領軍がその問題点に逢着することになり、英連邦軍に於ける性病感染率の高さが本国でも大きな問題となった。兵士たちの性病は日本人売春婦が感染源とみなされたが、軍と買売春及び性病の蔓延という構造が、より深刻な形で、敗戦後も継続されることになった。そこには、西欧に真似て厳格に構築されたかに見える公衆衛生の破綻が、構造的な問題として継続して存在したことが明らかとなり、報告では、それが社会的な特性の問題であったことを強調した。復興の医学社会史を考察する際、この点は最も大きな問題として突きつけられていた。また、英連邦軍は性病との結核の罹患率の相関関係について触れており、総合的な国民の健康状態を前提として公衆衛生の問題として提起されることとなった。

The Eighth Meeting of the Asisan Society for the History of Medicine was held on September 30, 2016. The relationship between STD and TB prevalence in the UK and the United States is a prerequisite for the integration of national health and public health issues.
