本研究の目的は、発達障害者を含む精神障害者の貧困・社会的排除を予防する効果的な家族支援・早期支援のあり方を明らかにすることである。本年度は、昨年度の研究結果をふまえて、（１）米国の精神障害のある路上生活者の人口統計に関するシステマティック・レビュー、（２）貧困・社会的排除の予防のための方策としての障害者雇用の効果と、障害者雇用の法制度、効果の国際比較研究、（３）障害者の地域包括ケアシステムに関する研究を行った。（１）については、貧困・社会的排除の状態にある精神障害者への実態や効果的な制度・政策、支援を明らかにするため、研究が進んでいる米国における精神障害のある路上生活者について、疾患名、性別、年齢、属性等の人口統計について、システマティック・レビューにより調査した。次に（２）については、障害者やその家族の障害を起因する貧困・社会的排除への対応として、障害者雇用の促進に焦点を当て、日本の障害者雇用制度や実態の意義や課題等を、文献調査による7カ国国際比較により明らかにした。次に、（３）については、（１）（２）をふまえて、実践的な取組に資することを目的として、自治体等における障害者のための地域包括ケアシステムが構築、機能することが貧困・社会的排除の予防、解決に寄与するという仮説に基づき、文献調査により、障害者のための地域包括ケアシステムの関係機関、職種、連携のあり方、課題等を整理した。本研究の成果は、米国の精神障害のある路上生活者の人口統計を明らかにすることで、日本の精神障害のある路上生活者等への支援のあり方の検討に資するとともに、経済的支援等の一つである障害者雇用の意義や効果、地域における障害者のためのケアシステムのあり方を示すことで、効果的な実践や、福祉サービスの充実に役立つ。
