The purpose of this study is to identify municipal public health nurses (MPHNs)' viewpoints to become the grounds to decide priority of the health care services in isolated islands or mountain village and underpopulated area (the remote area), and factors which influence them. As a result, ten viewpoints and 11 influence factors became clear. We analyzed it according to the presence of the remote area. It was "to create the service that inhabitants are easy to use", and there were many common viewpoint when I began service newly. When I stopped service, it was similar. In addition, there was much "to carry out service efficiently" in municipality where there was a remote area in a part. "Access to the health care service of inhabitants" was common for an influence factor, and there was much it. In addition, there was much "a purpose of the administrative services except the health care" in municipality where there was a remote area in a part. When I stopped service, "objective repetition between the services" was common as an influence factor, and there was much it.

本研究目的在探讨都市公共卫生护理人员对离岛、山村及人口稀少地区（偏远地区）卫生服务优先顺序的看法及其影响因素。结果，10个观点和11个影响因素变得清晰。我们根据偏远地区的存在进行了分析。“创造居民使用方便的服务”，在我刚开始服务的时候，有很多共同的观点。当我停止服务的时候，情况也差不多。此外，在部分偏远地区的市政府中，有许多“有效地开展服务”。“居民获得卫生保健服务的机会”是一个常见的影响因素，并且有很多。此外，在部分偏远地区的城市，有很多“除卫生保健外的行政服务目的”。当我停止服务时，“服务之间的客观重复”是常见的影响因素，而且有很多。
