项目摘要

本研究では、介護事業所が安定した経営のためのビジネスモデルを明らかにすることを目的としている。特に、「介護事業所が従業員の給与をこれ以上削減せずに離職率を下げ、人材を確保しながらも企業として安定した経営を行うためにはどうしたらよいか」について、考えるものである。今年度実施した「外部環境分析」のうち、マクロ環境分析では、東京都の高齢化人口は増加の一途をたどっており(平成23年9月7日総務局発表による)、東京都荒川区は、生活保護を受けている人の割合が他の区に比べて高い(東京都福祉保健局「月報(福祉・衛生行政統計)2011年2月発行」による)。ミクロ環境分析では、介護保険給付件数(居宅サービス)においては、荒川区は他の区に比べ居宅介護サービスの利用者が少ない地域である(東京都福祉保健局「平成23年度介護保険事業状況報告」平成23年12月発表)。「内部環境分析」としては、調査対象となる事業所の財務状況の内容についてインタビューした結果、同規模の事業所の中でも平均的な状況にあり、人件費率は65%程度であるとの回答を得た。同様に労働条件の現状については、荒川区内で最も労働条件の改善に取り組んでいる事業所として認知されているようである。従業員満足度については、インタビューのほか、質問票による量的データの収集に取り組んできたが、調査対象となっている事業所より、質問項目について変更の要望があり、そのため、現在内容について調整中である。インタビューでは、書類作成などの仕事の煩雑さが利用者と接する時間を阻害していることが明らかとなった。同時に従業員満足度が提供されるサービスの質に反映されるとの仮説から、利用者満足度の調査を実施した。その結果、利用者のサービスに対する満足度は高いことが明らかとなった。
