市町村単位で財政と社会教育費の関連を明らかにする研究として、市町村単位で集計された財政と社会教育費のデータ集を作成した。データに含まれるのは、1980、1985、1990、1995、2000、2005、2010の各年度における全市町村の財政状況と社会教育費、人口等である。このデータにより、市町村の財政状況と社会教育費の関係を調査することが可能となる。データの分析から得られた知見は次のとおりである。1.人口で基準化した市町村別の社会教育費は、非常に額の大きい一部の自治体と額の小さい多数の自治体に分かれており、市町村格差が大きい。2.人口で基準化した社会教育費の額は小規模自治体の方が大きい。3.1980年から2010年にかけて市町村格差は縮小傾向にある。4.市町村の財政状況と社会教育費の関連は大きくはないが、2010年には財政状況の良い自治体ほど社会教育費が高いという若干の傾向があらわれている。上記の結果は、自治体財政と社会教育費の関連とその動態を初めて市町村単位で確かめた研究であり、社会教育研究の基礎的な知見として重要な結果が得られた。今後の課題として、社会教育費に含まれる土地・建設費等の、年度ごとに大きく数値の異なるデータの扱いの問題がある。本来であればより経常的な数値のみを取り上げることで、当該自治体の社会教育行政の状況をよりよく反映できると考えられるが、そのためにはさらに膨大なデータの収集と分析が必要となるため、本研究では踏み込めなかった。また、社会教育費の格差が自治体の財政状況以外のどのような要因によってもたらされているかについても今後検討する余地がある。
