平成21年度の主な研究成果は、国際政治学と開発金融学の理論を組み合わせることで、制度の効果とパフォーマンスの新分析枠組を提示し、これを事例研究に適用することで、気候変動への適応策推進のための効果的国際制度を提示したことである。具体的には、前年度に構築した気候変動への適応策を推進する資金供与制度の効用とパフォーマンスを評価する分析枠組を精緻化した。そして、その分析枠組をサモアとベトナムに加えてツバルの事例に適用し、各国において有効な資金供与制度を分析した。適応策のための資金供与制度の効果とパフォーマンスを柔軟性、十分性、費用効果、アカウンタビリティーの連鎖、持続可能性の観点で評価した。これらの分析軸を用いて、二つの資金源(地球環境ファシリティーと二国間政府開発援助)と三つの資金ターゲット(地域、国、ローカルレベルのアクター)に分類した資金供与制度を評価した。分析の結果、適応のニーズ、資金調達能力・適応実施能力、ガバナンスの形態、ドナーとの関係の違いにより効果的に高いパフォーマンスで適応策を推進する資金供与制度は、それぞれの国によって異なることを導いた。国際政治学と開発金融学の異なる分野の理論を組み合わせ、資金供与制度の分析枠組を構築することで国際政治学には開発に関する要素、開発金融学には環境に関する要素という新しい視点を与え、それぞれの分野の発展の可能性を示した。また、資金調達に関する議論だけでなく、途上国への資金の配分に関する議論の重要性を明示した。途上国の適応策のニーズと国内事情に適したドナーとレシピエントの組み合わせに基づき、効果的で最適なパフォーマンスの資金供与制度を構築する必要性を示した。以上のように気候変動への適応策の資金供与制度の分析から、国際政治学や開発金融学の理論展開へのインプリケーションだけでなく、気候変動問題に関する政策的なインプリケーションも引き出すことができた。
