项目摘要

1.論文および書籍での研究発表:研究課題にそくした内容の投稿論文および書籍での分担執筆を行った。『林業経済』への投稿論文は、国際協力機構が行った森林支援プロジェクトを事例に、現場の森林官や自治体職員を分析対象に地域固有の森林ガバナンス要因について考察した。図書執筆では、ドイツの援助機関GTZが行ったCBFM支援プロジェクトの終了後を事例に、地域固有の森林ガバナンス要因について考察した。両者を比較分析した結果、地域固有の森林ガバナンス分析は、現場森林官と住民との日常的でインフォーマルな関係性が制度を変容する過程を分析することで明らかにできると分かった。2.学会での口頭発表:The Second Philippine Studies Conference of Japanにおいて口頭発表を行った。昨年度に行った現地調査をもとに、現場森林官と住民の関係性に着目し、森林制度を変容して政策を実施する過程を分析した。またインドで行われた国際コモンズ学会において論文と口頭による研究発表を行った。昨年度と今年度の現地調査をもとにした研究発表である。JICAによるCBFM支援プロジェクト後の動向を事例に、現場森林官と住民の関係性に着目し、制度変容が行われる要因を分析した。3.フィリピン現地調査:日本学術振興会の第2回優秀若手研究者海外派遣事業において受入機関フィリピン大学ロスバニョス校を拠点に現地調査を行った。大学での研究にくわえて、継続的に調査をしているタルラック州のCBFMサイトで追加調査をおこなった。このデータをもとに、国際コモンズ学会や国際フィリピン研究会で研究発表を行った。現地調査において、フィリピン関係者への研究還元を行った。調査対象地を所管する環境天然資源省コミュニティ事務所にて研究報告会を行い、関係者との意見交換や調査への要望等を聞いた。また昨年度の調査で収集したCBFMサイト境界線に関するデータを環境天然資源省リージョン事務所に提出し、住民個人が利用する土地の境界線を記した地図の作成を手伝った。この地図は省庁や住民に提供し、活用されている。
