项目摘要

今日の地方自治研究の課題の一つは、自治体政策過程のミクロな分析と地方自治の全体像を見渡すマクロな研究の接合である。それらを包含するモデルの提示が、理論の前進につながりうる。本研究では、国際関係論の分野で用いられてきた2レベル・ゲームの枠組みを用いることで、その要請に応えようとする。具体的には、自治体職員というプレイヤーが、自治体同士のゲームである自治体間ゲームと、地元での政治過程、組織過程に関連する自治体内ゲームの2つに参加するとみる。選択肢は、単純化すると他の自治体に先駆けて政策革新を起こすか、それとも他の自治体の様子を見てから後発で政策革新するかである。自治体職員の選好には、当該自治体において醸成されてきた組織文化が影響すると仮定する。これまで、大きく2つの問いの検討作業を通じてその実証に取り組んできた。問いの第1は、なぜ先発する自治体が現れるかというものである。第2の問いは、先発自治体の情報は後発自治体にどこまで、どうやって伝わっているかというものである。第1の問いについては、インタビュー調査やアンケート予備調査等において、以下のような点が示唆された。第1に、組織文化としての官僚主義の程度は自治体組織によって異なる。第2に、首長、議会のリーダーシップおよび官僚主義の程度は自治体組織の政策アウトプットに影響する。具体的には、権力格差、不確実性の回避、革新への抵抗、努力の報酬感(のなさ)、競争意識である。第2の問いについては、各方面でその効果に議論のある家庭ごみ有料化を題材として、調査を行ってきた。本研究では、先行研究において指摘されてきた他の自治体の情報のみならず、中央省庁のまとめる情報、アカデミズムの生み出す情報にも対象を拡大して調査した。さらに、行政職員の学習インセンティヴや、その自治体固有の情報の収集についても調査対象とした。
