Practical issues on inter-prefectural evacuation were examined. We conducted a questionnaire on staffs of civilian protection division of the 47 prefectures of Japan and grasped that the authorities were negative to permit citizens to use their private cars for evacuation. Then, based on data from another questionnaire on citizens in four prefectures, we estimated corrected probabilities of citizens' choices of means of transport according to variation of distance to evacuate, and proved quantitatively that they had strong intentions to use their private cars for evacuation.

审查了都道府县间疏散的实际问题。我们对日本47个都道府县的平民保护部门的工作人员进行了问卷调查，了解到当局对允许公民使用私人汽车进行疏散持否定态度。然后，根据对4个都道府县的市民进行的问卷调查的数据，估计了市民根据疏散距离的变化而选择交通工具的修正概率，并定量地证明了市民使用私人汽车进行疏散的强烈意愿。
