日本应引入新的集体赔偿信托基金制度，填补传统侵权诉讼制度与专门法律规定的赔偿金支付制度之间的空白。要实现这一目标，必须具备合格的受托人人选、经验丰富的债权解决机构和稳定的赔偿信托税收制度等基本条件。

Japan should introduce a new collective compensation trust fund scheme to fill the gap between the traditional tort litigation and the redress money payment programs established by special laws. To achieve the goal some basic conditions, such as qualified trustee candidates, experienced claims resolution agencies and stable taxation rules for the compensation trusts, should be built up.
